みなさんは、福島県双葉町という名前を聞いたことがありますか？そう、ここは2011年の東日本大震災で事故を起こした東京電力福島第一原子力発電所があり、未だに誰も住んでいない町です。今回、全町民の避難が続く、無人の住宅や商店が連なる町中心部を歩いてきました。
Do you know the name of Futaba town in Fukushima prefecture? This is the town where the Fukushima Daiichi NPS is located, which caused the nuclear accident in the Great East Japan Earthquake and no one is allowed to live there yet. Some days ago, I walked through the downtown where unmanned houses and shops are lined up and the evacuation order still continues.
双葉町は東京都足立区と同じくらいの広さの町ですが、ほぼ全域が「帰還困難区域」に指定されているため住んでいる人がいません。全域が人の住めない、日本で唯一の市区町村です(2021年現在)。私が行った日も復興作業員と思われる方の姿がちらほら見えただけで駅前を行きかう人もなく、ひっそりと静まり返っていました。
Futaba town is almost the same size as Adachi Ward in Tokyo but no one lives there as the entire area is designated as a “difficult-to-return zone”. It is the only town in Japan where the whole area is uninhabitable (as of 2021). On the day I visited there, I could only see some workers who might come to reconstruct the town but it was quiet and I couldn’t find anybody around the station.
1月20日には住民帰還に向けた「準備宿泊」が始まり、6月以降の避難指示解除を予定している特定復興再生拠点区域（復興拠点）などでは夜間も寝泊まりできるようになりました。
しかし、町立図書館の掲示板には2011年3月のカレンダーが掲示され、時は止まったまま。
On January 20,Futaba town started “Preparatory accommodation” to return and people are allowed to stay at night in the specified reconstruction and revitalization base area (reconstruction base) where evacuation orders are scheduled to be lifted after June.
However, it seems the time still stopped at the time of March 2011 from the calendar which was posted on the bulletin board at the library.
2021年12月住民意向調査では、双葉町に戻りたいと考えている人は全体の約1割、インフラや医療機関、商業施設が不十分なため、半数以上の住民は既に戻らないと決めているとのこと。
According to the survey to measure local feelings in December 2021, about 10% of the residents wish to go back there but more than half have already decided not to return due to insufficient infrastructure, medical and commercial facilities.
一時期は町役場の機能の県外移転も経験した双葉町。JR双葉駅前の一等地には「原発事故でネガティブなイメージがついてしまった双葉町をアートの力で明るくしたい」との想いを込めた巨大壁画が見えます。
For a while, Futaba experienced the relocation of the function of the town hall outside the prefecture. Now,in the prime location in front of Futaba railway station, we can see a huge wall painting with the message of ”We want to brighten Futaba with the power of art to remove all negative images.”
原発事故から11年。ようやく人の住む街づくりに向けて一歩を踏み出したものの、失われた時間を取り戻すには短い道のりではなさそうです。
It has been 11 years since the nuclear accident. Although we have finally taken a step toward creating a city where people live, it seems that it is difficult to recover the lost time.
